中国逐步淘汰白炽灯、加快推广节能灯项目
管理办公室人员招聘的公告
由国家发展和改革委员会（NDRC）/联合国开发计划署（UNDP）/全球环境基金（GEF）共同发起的中国逐步淘汰白炽灯、加快推广节能灯（PILESLAMP）项目，旨在推动白炽灯生产企业转型，加快完善节能灯推广机制，以及制定中国逐步淘汰白炽灯、加快推广节能灯的路线图和专项规划。该项目的实施将有利于中国逐步淘汰白炽灯、加快推广高效照明产品，减少温室气体排放，改善全球环境。项目总预算为1400万美元，实施周期为3年。此次招聘职位包括国际技术总顾问（国际CTA）、国内技术总顾问（国内CTA）和项目办秘书。其中，国际CTA合同期为3年，3年中至少工作61周；国内CTA和项目办秘书合同期为1年，合同到期时根据绩效考核成绩决定是否续签。商务部中国国际经济技术交流中心受国家发展和改革委员会资源节约和环境保护司的委托承办此次招聘活动。
此次招聘任务书（TOR）有中、英文两个版本，国际CTA任务书以英文为准，国内CTA和项目办秘书任务书以中文为准（详见www.cicete.org、www.undp.org.cn、hzs.ndrc.gov.cn）。

& ENERGY SAVING LAMPS PROMOTION (PILESLAMP) PROJECT
Announcement for PILESLAMP PMO’s Staff Recruitment
The Phasing-Out of Incandescent Lamps & Energy Saving Lamps Promotion (PILESLAMP) project is an international co-operation project, which is sponsored by National Development and Reform Commission (NDRC), the United Nations Development Programme (UNDP) and the Global Environment Facility (GEF). The overall objective of this project is to facilitate the incandescent lamps manufactures to complete the transformation, improve the promotion mechanism of ESLs, and formulate the roadmap for the phasing-out of incandescent lamps and plan for the promotion of ESLs. The implementation of PILESLAMP project is expected to contribute to the enhanced promotion and resulting higher utilization of ESLs, the reduction of GHG emission, and the improvement of the global environment.
The budget of the PILESLAMP program is US$ 14,000,000 granted by GEF, with a 3 years’ implementation period. This project is executed by the Department of Resources Conservation and Environmental Protection of NDRC as the national executive agency. PILESLAMP Project Management Office (PMO) is responsible for project management and implementation. As the project services provider, China International Center for Economic and Technical Exchanges (CICETE) is responsible for signing contract with PILESLAMP PMO’s Staff.
PILESLAMP PMO hereby invites eligible part-time international Chief Technical Advisor[1] (CTA), full-time national Chief Technical Advisor (CTA)[2] and PMO Secretary[3] to apply for the position listed in the attached Terms of Reference (TOR)[4]. Details could be found on the following websites: www.cicete.org, www.undp.org.cn, hzs.ndrc.gov.cn. Applicants are requested to submit detailed curriculum vitae (English version required for international CTA, both Chinese and English version required for national CTA and PMO Secretary) together with a cover letter indicating the position interested by email before 5 P.M. 9th November, 2009 (Beijing Time) to pileslamp@163.com.
