In October 2015, General Secretary Xi Jinping put forward the new philosophy of innovative, coordinated, green, and open development that is for everyone at the Fifth Plenary Session of the 18th CPC Central Committee. Since then, the new development philosophy has taken root and blossomed in China. We must fully, accurately and comprehensively understand the rich connotation of the new philosophy of development, and deeply understand the significance of implementing the new philosophy of development, which is a profound reform bearing on China’s overall development.

　　I. Uphold the systems philosophy and implement the new development philosophy in a complete, accurate and comprehensive manner

　　Since the 18th National Congress of the CPC, General Secretary Xi Jinping has put forward many important theories and philosophys on economic and social development, among which the new development philosophy is the most important one. The implementation of the new philosophy of development is a profound reform bearing on China’s overall development. We must realize high-quality development in which innovation becomes the top driving force, coordination becomes the endogenous characteristic, green becomes the universal form, opening-up becomes the only way and sharing becomes the fundamental purpose.

　　The new development philosophy is a theoretical system that answers a series of theoretical and practical questions about the purpose, driving force, mode and path of development. This paper expounds the political stand, value orientation, development mode, development path and other important political issues of our Party on development. Over recent years, on important occasions such as at the plenary session of the CPC Central Committee, the Central Economic Work Conference, study sessions of the Political Bureau of the CPC Central Committee, discussions with provincial/municipal delegations to the NPC and CPPCC, and inspection tours to different places, General Secretary Xi Jinping has systematically expounded the need to adhere to the systems philosophy and implement the new philosophy of development, raising the Party’s understanding of the law governing economic and social development to a new high.

　　II. Adhere to the people-centered development thought and deeply implement the new development philosophy

　　Seeking happiness for the people and rejuvenation for the nation is the root and soul of the new development philosophy. The word “people” which is embodied in every aspect of the new development philosophy highlights “being people-centered” of the new development philosophy.

　　Innovation is the primary engine of development. General Secretary Xi Jinping has stressed on several occasions that China’s efforts to achieve self-reliance and self-improvement in high-level science and technology development ultimately depend on high-level innovation talents. We should not only fully unleash the talent and strength of the vast number of scientists and engineers, but also rely on the people to promote the in-depth development of innovation and entrepreneurship. Innovation and development are done by the people and for the people.

　　Coordination is not only a means, but also a goal of development; it is also a criterion and yardstick for evaluating development. How to better promote coordinated regional development has always been a major issue on General Secretary Xi Jinping’s mind. General Secretary Xi Jinping has put forward a series of major national strategies to realize China’s more balanced and better economic and social development. The realization of coordinated development between urban and rural areas is also an important manifestation of the people-centered development philosophy.

　　The philosophy of green development is mainly to realize harmonious co-existence between man and nature, to improve the living environment and the quality of life of the people, and to leave to our future generations a beautiful homeland with a blue sky, green fields and clean water. From the view that “mountains, rivers, forests, farmlands and lakes” are a community of life to the point that “mountains, rivers, forests, farmlands, lakes, grasslands, deserts and glaciers” should be treated systematically, General Secretary Xi Jinping’s statement and deployment on the community of life between man and nature has been continuously expanded and deepened.

　　The philosophy of open development aims to boost the well-being of all humanity and contribute Chinese wisdom to global governance. General Secretary Xi Jinping proposed to jointly build a community with a shared future for mankind, and to make the Belt and Road an open and inclusive platform for international cooperation and a popular global public product. Since the outbreak of the COVID-19 epidemic, China has implemented its solemn commitment on making Chinese vaccines global public goods, and has taken practical actions to promote fair access to vaccines across the world.

　　Shared development is the essential requirement of socialism with Chinese characteristics, and the increase of people’s well-being is the fundamental goal of shared development. Since the 18th National Congress of the CPC, the great endeavors of winning the battle against poverty and building a moderately prosperous society in all respects has been inseparable from the guidance of the philosophy of shared development. In the new era and the new journey, we must adhere to the principle of promoting common prosperity in the course of pursuing high-quality development, to safeguard and improve people’s livelihood, enhance social equity and justice, and promote all-round human development.

　　III. Solve problems head-on and promote high-quality development with the new development philosophy

　　The problem is the voice of the times. To implement the new development philosophy, we should always adhere to the problem-oriented approach, make up for the shortcomings of development, and make substantial efforts to solve the problems caused by unbalanced and inadequate development. At the beginning of 2020, under the impact of the sudden outbreak of the COVID-19 epidemic, China’s public health problems were exposed. The CPC Central Committee made timely and pertinent reform arrangements, which is an exemplary case of precise policy-making based on the problem-oriented approach.

　　Over recent years, China’s achievements in economic and social development have attracted worldwide attention. The problems attending development also become increasingly prominent: The traditional driving forces of economic development are on the decline, development is uneven, resources and environment are overexploited, domestic and foreign linkage is inadequate, and development results are not well shared. General Secretary Xi Jinping attaches great importance to taking the problem-oriented approach to deploy the new strategy for economic and social development.

　　The problem-oriented approach emphasizes detecting, analyzing and solving problems. Facing problems squarely is the logical starting point of establishing the new development philosophy which is by no means a pure subjective design above reality, but a positive response to new development problems. The more we know about the philosophy, the better we implement it. A good understanding of the problem is the prerequisite for solving the problem. To implement the new development philosophy, we should adhere to applying the right approach to solving problems and taking solving the key problems of development as the very end.

　　IV. Guide reform with the new development philosophy and implement the new development philosophy through reform

　　General Secretary Xi Jinping pointed out, “We should implement the new development philosophy in a complete, accurate and comprehensive manner, and comprehensively deepen reforms under the guidance of the new development philosophy. We should deepen reforms to provide institutional and mechanism support for the complete, accurate and comprehensive implementation of the new development philosophy”. To promote innovation-driven development, we cannot do without reforms in science and technology management system and personnel development system; to promote coordinated regional development, we cannot do without reforms in land system, relationship between urban and rural areas, property right system and so on; to improve the ecological environment, we cannot do without the reform regarding comprehensive environmental control, ecological security and so on. When the new development philosophy is substantially implemented through reform practice, we will be able to focus on prominent problems and make new breakthroughs. While we are tackling the problems encountered in the process of reform with the new development philosophy, the reform practice keeps enriching the new development philosophy.

　　Practice tells us that only by comprehensively deepening reforms can we better practice the new development philosophy, smash the difficulties in pursuing development, enhance development vitality and foster development advantages.
