Chinese-style modernization not only has the common characteristics as seen in the modernization of other countries, but also has its own characteristics related to its actual national conditions. This reflects the law of socialist construction and the law of human development, demonstrates the contribution of Chinese modernization to the world and the love of the Chinese Communists for the world, and clarifies the direction of striving to build a modern socialist country in an all-round way.

　　I. Uphold the CPC’s leadership 

　　Chinese-style modernization is the socialist modernization led by the Communist Party of China (CPC). Adhering to the leadership of the CPC is the most distinctive feature and the most outstanding advantage of Chinese-style modernization, and the highest principle that must be adhered to in promoting Chinese-style modernization. Since the 18th National Congress of the CPC, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at the core, the CPC has ushered in a new era of socialism with Chinese characteristics, comprehensively won the battle against poverty and completed the historic task of building a moderately prosperous society in all respects as scheduled. We have achieved the first centenary goal and embarked on a new journey of building a modern socialist country in an all-round way. In several decades, we have completed a process of industrialization that took developed countries hundreds of years, secured China’s position as the second largest economy in the world, and created two miracles rarely seen in the world – rapid economic development and long-term social stability. China has become the country with the largest middle-income population in the world and one of the countries that provide the greatest sense of security recognized by the international community.

　　In the new era and the new journey, we should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, continuously strengthen the Party’s leadership over economic work, and take the implementation of economic decisions and deployments of the CPC Central Committee as a major political responsibility. We will integrate discipline enforcement with deepening reform, improving systems, promoting governance and advancing development, and ensure that major decisions and deployments made by the CPC Central Committee are fully implemented with strong political supervision,.

　　II. Adhere to socialism with Chinese characteristics

　　Socialism with Chinese characteristics demonstrates the ideal and exploration of generations of Chinese Communists, embodies the struggles and sacrifices of hundreds of millions of people, and represents the fundamental achievements of the Party and the people in their common struggle, creation and accumulation. Only socialism can save China, and only socialism with Chinese characteristics can develop China. Socialism with Chinese characteristics is the banner of unity, progress and victory for the CPC and the Chinese people, and the only way to accelerate socialist modernization and realize the great rejuvenation of the Chinese nation. It is the very way to create a great life for the people. The socialist system determines the basic nature and future direction of Chinese-style modernization.

　　In the new era and the new journey, we must unswervingly adhere to and develop socialism with Chinese characteristics, firmly base ourselves on our basic national conditions, adhere to economic development as the central task, and ceaselessly work to liberate and develop productive forces. We will adhere to the direction of socialist market economy reform, open up to the outside world at a high level, and accelerate the establishment of a “dual circulation” development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement, to ensure the great ship of China’s economy to catches the wind, cuts through the waves, and sails steadily into the future.

　　III. Strives for high-quality development

　　High-quality development is the primary task of building a modern socialist country in an all-round way. In the past decade of the new era, we have put forward and implemented the new concept of development and made great efforts to promote high-quality development such that China’s economic strength has made a historic leap as China has embarked on the path to higher-quality, more efficient, more equitable, more sustainable and safer development.

　　In the new era and the new journey, we should fully, accurately and comprehensively implement the new development philosophy, adhere to the theme of promoting high-quality development, and organically combine the implementation of the strategy of expanding domestic demand with the deepening of supply-side structural reform. We will enhance the internal impetus and reliability of the domestic cycle, improve the quality and level of the international cycle, accelerate the establishment of a modern economic system, and strive to improve the resilience and safety of the industrial chain and the supply chain, to promote urban-rural integration and coordinated regional development, and to achieve the effective upgrading in quality and the reasonable growth in quantity of the economy.

　　IV. Advance whole-process people’s democracy

　　People’s democracy is the lifeline of socialism and an integral part of building a modern socialist country in an all-round way. The whole-process people’s democracy is the broadest, truest and most effective democracy. The people’s expectation for a better life is what drives us forward; it is the starting point and the end of our modernization drive. The fulfillment of the people’s desire for a better life entails the participation of all the people who should do their best.

　　In the new era and the new journey, we should implement the whole-process people’s democracy in economic work, improve the democratic decision-making mechanism, respect the people’s principal position and creativity, and constantly advance the cause for the benefit of the people. We should promote the healthy development of the non-public sector of the economy and the healthy growth of the people engaging in non-public sector of the economy.

　　V. Enrich people’s cultural life

　　Chinese-style modernization is the modernization in which material progress and cultural and ethical progress are in harmony. That the people live a rich material and cultural life is the fundamental requirement of socialist modernization.

　　In the new era and the new journey, we should carry forward the spiritual genealogy of the Chinese Communists, which originates from the great spirit of Party building, and should bring out the vitality of China’s fine traditional culture with the spirit of the times, so as to better build the Chinese ethos, Chinese value and Chinese power. We proactively assume international responsibilities fitting our stage of development and actual capacity. We endeavor to enhance people’s sense of cultural acquisition and happiness, and to improve social etiquette and civility through high-quality culture supply.

　　VI. Achieve common prosperity for all

　　Realizing common prosperity for all is the essential requirement of socialism and the concentrated embodiment of the people-centered development philosophy. We should take more measures to benefit the people’s livelihood and win their approval, deal with their immediate concerns and difficulties, improve the basic public service system, and promote common prosperity through substantial efforts. The common prosperity for all is not only the common prosperity won by all the people through hard work, but also the prosperity in both material and cultural sense; it is neither prosperity of a few people nor egalitarianism.

　　In the new era and the new journey, we should make the pie bigger and better through the concerted efforts of the whole country, and build a system that coordinates the first distribution, the second distribution and the third distribution. In the process of advancing high-quality development, we will strengthen areas of weakness concerning people’s livelihood, tilt our attention to the rural areas, basic-level communities and underdeveloped areas, and promote people’s equal access to basic public services.

　　VII. Promote harmonious co-existence between man and nature

　　Respecting, conforming to and protecting nature is an inherent requirement of building a socialist modern country in an all-round way. Nature sustains human existence, and a sound ecological environment is the most universal welfare for people. Persisting in harmonious co-existence between man and nature essentially abandons the thinking to prey on nature, and gets away from the old road of treatment after pollution in capitalist modernization. It is the road of peaceful development in a broader sense.

　　In the new era and the new journey, we should firmly establish and implement the concept that lucid waters and lush mountains are invaluable assets; unswervingly promote ecology first, conservation, and intensive, green and low-carbon development; proactively and steadily work towards carbon neutrality; proactively participate in global governance of climate change; and promote the building of a beautiful China.

　　VIII. Advance the endeavor of building a community with a shared future for mankind

　　Building a human community with a shared future is the way forward for all the world’s peoples. Only when all countries stay in harmony for win-win cooperation can prosperity be sustained and security be guaranteed. China strive to safeguard world peace and development as we pursue own development, and will make greater contributions to world peace and development through our own development.

　　In the new era and the new journey, we will strive to expand the common interests with other countries, and continue to bring new opportunities to the world and better benefit the people of all countries with China’s new development. We protect the rights and interests of foreign enterprises in accordance with the law, and create a market-oriented, law-based, international first-class business environment. Guided by the principle of achieving shared growth through consultation and collaboration, we promote high-quality advancement of the Belt and Road Initiative, adhere to true multilateralism, work together to advance the Global Development Initiative and the Global Security Initiative, and proactively participate in the reform and construction of the global governance system, to push economic globalization to go ahead in a more open, inclusive, balanced way for win-win outcomes.

　　IX. Create new forms of human civilization

　　We sincerely call on all countries in the world to respect the diversity of the world’s civilizations. In handling relations among civilizations, let us replace estrangement with exchange, clashes with mutual learning, and superiority with coexistence, to join forces to meet all types of global challenges. The Chinese-style modernization expands the way for developing countries to move towards modernization and provides a new choice for human beings to realize modernization.

　　In the new era and the new journey, we should carry forward Chinese civilization and put forward ideas, propositions and plans that embody China’s position, wisdom and values. We should draw on the achievements of different civilizations created by different countries and ethnic groups, draw upon each other’s strengths, deepen exchanges and mutual learning with other civilizations. in order to help the international community better understand China, a country that is pursuing development and opening-up and contributing to the civilizations of humanity.
