First creating a new pattern of development is taking the initiative of development rather than a forced or expedient move. Ports are known as "barometers" of macroeconomic change. Data show that more than 90 percent of China's foreign trade goods are imported and exported through ports. At the beginning of 2020, an unexpected outbreak of the COVID-19 epidemic threw a heavy blow to the global economy and China's foreign trade. During his visit to Ningbo-Zhoushan Port, General Secretary Xi Jinping stressed repeatedly the importance of the port to adapt to change and turn crisis into opportunity. Later, General Secretary Xi Jinping proposed for the first time at the 7th session of the Central Committee for Financial and Economic Affairs, "Accelerate efforts to foster a new pattern of development that is focused on the domestic economy but features positive interplay between domestic and international economic flows." This is not only a strategic layout and first mover to keep the initiative in the development for future, but also a major historic task to be promoted in China's new development stage, as well as a significant action for the new development philosophy.

　　Second,to create a new pattern of development, we must boost a smooth domestic circulation and consolidate the fundamentals of the economy, form strong competitiveness in fierce international competition and act as a driving force in global resource allocation. General Secretary Xi Jinping pointed out that a smooth supply side can provide strong supply capacity to eliminate bottlenecks in supply, thus creating employment, providing income, and forming demand capacity. On January 18, 2016, General Secretary Xi Jinping proposed the supply-side structural reform, namely "to cut overcapacity, reduce excess inventory, deleverage, lower costs, and shore up weaknesses", at a seminar for major provincial and ministerial leaders to study and implement the spirit of the Fifth Plenary Session of the 18th CPC Central Committee. General Secretary Xi Jinping paid close attention to the cutting overcapacity task of Angang Steel Group Limited during the Two Sessions in 2017 and gave important instructions. Effective "cutting" has proved to be an "adding" to development. In September 2019, during his visit to the three provinces in the northeast of China, General Secretary Xi Jinping encouraged the employees of state-owned enterprises to "strive for higher quality, better benefits and better structure" to promote the industry for high-quality development. Therefore, the CPC Central Committee with Comrade Xi Jinping at its core creates a new pattern of development for advancing China’s economy and building new and greater strengths in international economic cooperation and competition in view of evolving circumstances at home and abroad. It is a choice that takes the initiative for a long-term strategy.

　　Third, to create a new pattern of development, the key is to attach importance to independent innovation, eliminate industrial bottlenecks, and promote high-quality economic development. General Secretary Xi Jinping noted that "Key and core technologies cannot be acquired, bought or negotiated." We should accelerate efforts to establish a system for technological innovation that takes colleges and enterprises as the main body, takes the market as the guidance, and deeply integrates industry, universities and research institutes. During his visit to Tsinghua University, Nanchang University, Taiyuan Heavy Industry Railway Transit Equipment Co., Ltd., Shanxi Taigang Stainless Steel Precision Strip Co., Ltd., and others, General Secretary Xi Jinping exhorted, "Key and core technologies cannot be bought. Our development must rely on innovation. The process of mastering the core technology is difficult, but the path must be taken. " Innovation is the primary driving force, and the key to scientific and technological innovation lies in talents. Enterprises should attract important scientific research talents and strengthen their strategic initiative for development. During the investigation into Chaozhou Three-Circle (Group) Co., Ltd., General Secretary Xi Jinping pointed out that "independent innovation is what I attach the most importance to at present, so does the CPC Central Committee. The development of enterprises, the upgrade of industries, and the high-quality development of China's economy rely on independent innovation. It was unanimously agreed that the external environment has grown increasingly complex and grave over the past year under the combined impact of worldwide changes of a scale unseen in a century. In this case, we should maintain independence and self-reliance." So it is of great significance to concentrating resources on original and pioneering scientific and technological research to achieve breakthroughs in core technologies in key fields as China wants to promote high-quality economic development.

　　Fourth, we should create a new pattern of development to give full play to the Chinese market and attract global resources with the domestic economy. In today's world, the scarcest resource is the market. As General Secretary Xi Jinping said, China's huge market has great potential. Market resources are where China has huge advantages. General Secretary Xi Jinping emphasized that "we should firmly take expanding domestic demand as a strategic move and strive to explore an effective path to form a new pattern of development". In recent years, winter sports have become a "hot market" from a "forgotten resource" and have been one of the new trackplanned by General Secretary Xi Jinping for China's expansion of domestic demand. The winter sports promoted by the Winter Olympics not only enrich people's lives and emerge as a modern industry of a new pattern of development, but also attract foreigners to travel to China. In this view, China is committed to building an open global economy and a community with a shared future for mankind. As General Secretary Xi Jinping stressed, "We will stand firmly on the right side of history." Accelerating the creation of a new pattern of development is the right strategic arrangement on the right side of history.
