Fire extinguishers: assignment to UN 1044 and packaging

Background

1. The application of the provisions for transport of fire extinguishers of UN 1044 of the Model Regulations, which have been incorporated - with some modifications - into RID/ADR for packaging and transport as well as - without modification - into the IMDG Code, caused industry and enforcement authorities in Germany several problems as regards the classification, packing and transport of various types of portable or movable fire extinguishers as well as of cylinders to be installed as replacement parts in local fire extinguishing installations.

2. This was brought to the attention of the RID/ADR/ADN Joint Meeting at its March 2012 session in informal document INF.19 circulated at the RID/ADR/ADN Joint Meeting session) which is reproduced as informal document INF.7 for this session.

3. The Joint Meeting took note of the problems presented and decided after a discussion to bring them to the attention of the Sub-Committee.

4. The Joint Meeting accepted the proposal by Germany to host an informal intersessional working group on 13 June 2012 to discuss among other things this issue in more detail and to address it effectively. EIGA offered to issue the invitation for the meeting.

5. The results should be brought to the attention of the Sub-Committee at its 41^st session through an informal document.

6. The experts of the Sub-Committee are invited to take note of these activities and to provide comments. If the comments are brought to the attention of the expert from Germany prior to the meeting of the RID/ADR informal working group on 13 June, they will be taken into account in the discussions.

7. Clarification will be sought on whether all types of fire extinguishers shown in informal document INF.7 should be assigned to UN 1044 and whether P 003 is suitable for all those types of extinguishers. Especially the requirement of an outer packaging may be deemed to be not reasonable for some types, especially those with wheels or mounted on wheeled platforms. Also, questions on how to classify and transport replacement  parts for fire extinguishers (especially cylinders to be replaced after use in locally installed fire extinguishing equipment) will be discussed.

8. The Sub-Committee is invited to discuss the issues and to decide as appropriate.

背景

1.  有关规章范本中编号为UN1044的灭火器的规定的应用，一方面在修订后加入了国际铁路危险货物运输规则/关于国际危险货物公路运输的欧洲协议（RID/ADR）以便于包装和运输，另一方面却未经修订地加入了国际海上危险货物运输规则（IMDG Code），这给德国的行业和执法机构带来了几个问题，这些问题涉及不同种类便携式或可移动式灭火器以及在本地灭火装置中将作为替代部件进行安装的罐体的分类、包装和运输。

2.  该提议在欧洲铁路/公路/内河运输（RID/ADR/ADN）联席会议上写入了非正式文件19（INF.19），该文件在会上传阅并提请与会者的注意。在此次会议中，提议作为非正式文件7（INF.7）再提交。

3.  联席会议注意到了提出的问题并在讨论后决定将这些问题告知分委员会。

4.  联席会议接受了德国的提议，即在2012年6月13日组织一个非正式会间工作组，除其他事项外，更详细地对该问题进行讨论，提出有效的解决方法。欧洲工业气体协会（EIGA）主动提出发出会议邀请。

5.  该结果应该通过非正式文件的形式在危险货物运输专家分委员会第41次会议上提请分委员会的注意。

6.  分委员会的专家受邀对这些活动做相应记录并提出评论。如果这些评论于6月13日国际铁路危险货物运输规则/关于国际危险货物公路运输的欧洲协议（RID/ADR） 非正式工作组会议之前提请德国专家的注意，那么会将这些建议纳入讨论。

7.  讨论将试图澄清非正式文件7（INF.7）中所有类型的灭火器是否都应划入UN1044，以及P 003是否适用于所有那些类型的灭火器。特别是对于外包装的要求可能对某些类型产品不合理，尤其是对于那些装有轮子的或被安装在轮式平台上的类型。此外，将讨论如何分类和运送灭火器替代部件（尤其是本地安装的灭火装置中使用过的罐体）问题。

8.  分委员会受邀参与该问题的讨论并决定适当的解决方法。
