Special Provision and Packing Instructions for Waste Lithium Batteries

Transmitted by the Rechargeable Battery Association (PRBA) and the International Association for the Promotion and Management of Portable Rechargeable Batteries(RECHARGE)

 Introduction

1. At the fortieth session of the Sub-Committee, several lunchtime working groups were organized to address the issue of transporting waste lithium batteries.  In addition, PRBA and RECHARGE filed the working paper ST/SG/AC.10/C.3/2011/39 to provide Sub-Committee members information on how the transport of waste lithium batteries in a mix with other non-lithium batteries are regulated in accordance with the ADR.

2. There was agreement during the lunchtime working groups that the Model Regulations should have provisions to address the transport of waste batteries.  There also was recognition that any new regulations on waste batteries for the Model Regulations should generally be consistent with the existing ADR but that certain provisions need to be modified to take into consideration changes in international battery collection and recycling activities, changes in lithium ion technologies for consumer applications and uncertainty over how some provisions of the ADR are being implemented.

3.PRBA and RECHARGE have prepared this proposal based on comments from the lunchtime working groups and correspondence received from several Sub-Committee members since the thirty-ninth and fortieth sessions.  The proposal includes a new Special Provision XXX and Packing Instructions P903a and P903b.

4.Proposed Special Provision XXX and Packing Instruction P903a and P903b provide for the following:

(a) The transport of waste lithium cells and batteries with or without other waste non-lithium cells and batteries;

(b) The transport from retail collection points to the first intermediate processing facilities;

(c) Shipments packaged in accordance with Packing Instruction 903a and P903b; and

(d) For waste lithium batteries in a mix with other non-lithium batteries that have been collected from consumer collection facilities and transported to the first consolidation facility, an exemption from certain packaging requirements is proposed for limited quantities per vehicle load when transported further to other processing facilities under full ADR requirements and when a quality control system is in place to assure that no more than 333 kg of exempt waste lithium batteries are on board the transport vehicle

 Proposal

5. In consideration of the foregoing, PRBA and RECHARGE invite the Sub-Committee to consider the following proposal for a new Special Provision and Packing Instructions for waste lithium batteries transported for disposal or recycling.


SP XXX  Lithium ion cells and batteries and lithium metal cells and batteries or equipment containing cells and batteries not transported according to other provisions of these regulations (e.g., Special Provision 188 or Packing Instruction 903) and being collected and transported for disposal or recycling, shall be transported in accordance with the following provisions:

(1)For cells and batteries collected as part of a mixed battery collection program,

(a) When mixed batteries are transported from the first collection point to the first intermediate consolidation and/or sorting facility, lithium ion cells and batteries and lithium metal cells and batteries with a gross mass of not more than 2 kg, whether or not contained in equipment, transported with other  non-lithium cells or batteries, are not subject to other provisions of these Regulations if the following requirements are met: 

 (i)The provisions of packing instruction P903b;

 (ii) The total net mass limit of mixed batteries shall not exceed [10] tonnes per transport unit, and, the total mass of lithium batteries shall not exceed 333 kg in accordance with a quality control system in place; and

(iii)  Packages containing cells and batteries shall be marked

   “LITHIUM BATTERIES FOR DISPOSAL”, or

   “LITHIUM BATTERIES FOR RECYCLING”.

(b) Lithium ion cells and batteries and lithium metal cells and batteries transported with other non-lithium cells and batteries, whether or not contained in equipment, collected under conditions in paragraph (a) above and transported on vehicles with no more than [10] tonnes of mixed batteries and 333 kg of lithium batteries may be packaged in accordance with P903b provided all relevant provisions of these Regulations are met, except the requirements of section 2.9.4.

Packages containing cells and batteries shall be marked

 “LITHIUM BATTERIES FOR DISPOSAL”, or 

  “LITHIUM BATTERIES FOR RECYCLING”.

(c) Lithium ion cells and batteries and lithium metal cells and batteries transported with other non-lithium cells and batteries, whether or not contained in equipment and not transported in accordance with paragraph (a) or (b) above shall comply with all relevant provisions of these Regulations, except the requirements of section 2.9.4.  

 Packages shall comply with P903a and be marked

“LITHIUM BATTERIES FOR DISPOSAL”, or 

“LITHIUM BATTERIES FOR RECYCLING”.

(2) Lithium ion cells and batteries and lithium metal cells and batteries not collected as part of a mixed battery collection program under (1) and that are not damaged or defective, shall comply with all relevant provisions of these Regulations, except the requirements of section 2.9.4.  Packages shall comply with P903a and be marked -  

LITHIUM BATTERIES FOR DISPOSAL”   or        

“LITHIUM BATTERIES FOR RECYCLING”.

This instruction applies to lithium ion cells and batteries and lithium metal cells and batteries of UN Nos.  UN3480, UN3481, UN3090 and UN3091 transported for disposal or recycling together with non-lithium batteries.

The following packagings are authorized, provided that the general provisions of 4.1.1 and 4.1.3, are met:           
    

(1)   Drums (1A2, 1B2, 1N2, 1H2, 1D, 1G);
     Boxes (4A, 4B, 4N, 4C1, 4C2, 4D, 4F, 4G, 4H1, 4H2); and
     Jerricans (3A2, 3B2, 3H2).
    
    
Packagings shall conform to the packing group II performance level.

Metal packagings 1A2, 1B2, 1N2, 4A, 4B, 4N, 3A2, 3B2 shall be entirely fitted with a suitable lining material of adequate strength for the intended use.

(2)  Strong outer packagings constructed of suitable non conductive material and of adequate strength and design in relation to the packagings capacity and its intended use.  Packagings need not meet the requirements of 4.1.1.3.  Except when batteries are contained in or packed with equipment, packages shall not exceed 30 kg gross mass.

(3)  In addition, for undamaged cells or batteries with a gross mass of 12 kg or more employing a strong, impact resistant outer casing, and assemblies of such cells or batteries, in strong outer packagings constructed of suitable material and of adequate strength and design in relation to the packagings capacity and its intended use.  Packagings need not meet the requirements of 4.1.1.3.

 

Additional requirements: 

 

Cells or batteries shall be designed or packaged to prevent short circuits and/or the dangerous evolution of heat. This includes, but is not limited to, individual protection of the battery terminals or use of non combustible and non-conductive cushioning material in order to fill the volume of the container.

This instruction applies to lithium ion cells and batteries and lithium metal cells and batteries of UN Nos.  UN3480, UN3481, UN3090 and UN3091, transported for disposal or recycling together with non-lithium batteries.

 

The following packagings are authorized provided that the general provisions of 4.1.1 and 4.1.3, are met:

 

(1)  1H2 drums or 4H2 boxes conforming to the packing group II performance level for solids;

 

(2) 1A2 drums or 4A boxes fitted with a polyethylene bag of adequate strength for the intended use and conforming to the packing group II performance level for solids.

(3)  Drums or boxes that do not meet the packing group II performance level provided they do not exceed a gross mass of 30 kg and are made of non-conducting material that meet the general conditions of 4.1.1.1., 4.1.1.2, 4.1.1.5. to 4.1.1.8.

Additional requirements: 

 

In absence of individual protection against short-circuit, the empty space in the packaging shall be filled with cushioning material.  The cushioning is not required when the packaging is entirely fitted with a plastic bag and the bag is closed.

 

Packagings shall be equipped with a suitable venting system for the intended use.

废旧锂电池的特殊规定和包装说明

介绍

1. 在分委员会第40次会议上,几次午餐工作组讨论了运输废旧锂电池的问题。另外,PRBARECHARGE 编写了工作文件 ST/SG/AC.10/C.3/2011/39,提供给分委员会成员关于依据ADR废旧锂电池和其他不含锂的电池混合运输是怎样规定的信息。

2.  午餐工作组有一个共识,认为在规章范本中应有运输废旧电池的规定。也认同在规章范本中对废旧电池的新规定总体上应该和现有的ADR一致,但是考虑国际电池回收和再利用活动中的变化、商用锂电池技术的变化和ADR中一些规定是怎样执行的不确定性,有一些规定需要修改。

3.  PRBARECHARGE基于午餐工作组的意见和在第39次和第40次会议后从很多分委员会成员处收到的信息准备了本提案。本提案包括一个新的特殊规定XXX和包装说明P903a P903b

4.  提议的特殊规定XXX和包装说明P903a P903b提供了以下信息:

(a)   废旧锂电池芯和锂电池同时包括或不包括其他不含锂的电池芯或电池的运输;

(b)  从各零售商回收点到中间处理站的运输;

(c)  包装符合包装说明903a和包装说明903a的运输;和

(d)   废旧锂电池和其它不含锂的电池混合在一起由商业回收站回收,并运输到第一合并站。进一步运输去其它处理站时,在完全符合ADR要求并有质量控制体系可以确保运输工具上不超过333公斤豁免的废旧锂电池时,建议对每个交通工具装载的有限数量豁免一些包装要求。

提议

5. 考虑上面所述内容,PRBA RECHARGE邀请分委员会考虑下面的提议,对为废弃处置或回收利用而运输的废旧电池增加一个新的特殊规定和包装说明

SP XXX 锂离子电池芯和电池、锂金属电池芯和电池,或含有这类电池芯或电池的设备为了废弃处置或再利用的回收和运输时不能按本规章中的其它规定运输(如特殊规定188或包装说明903),应按下面的规定运输:

(1) 按混合电池回收程序的一部分而回收的电池芯和电池

(a) 当混合的电池从第一回收点运输到第一合并和/或分类站时,总重量不大于2公斤的锂离子电池芯和电池、锂金属电池芯和电池,不管是否装在设备中,和其它不含锂的电池芯或电池一起运输时,如果满足下面的要求将不受本规章其它规定的限制:

 (i) 包装说明P903b的规定;

 (ii) 每个运输单元的混合电池净重不超过[10]吨,并且有质量控制体系确保锂电池总重量不大于333公斤;和

 (iii)在含有电池芯和电池的包装上应标明“用于废弃处置的锂电池”或“用于回收再利用的锂电池”;

(b) 锂离子电池芯和电池、锂金属电池芯和电池、以及其它不含锂的电池芯和电池一起运输时,不管是否装在设备中,按上面(a)中条件回收,并且运输工具上混合电池重量不大于[10]吨,锂电池重量不大于333公斤,如果满足除了2.9.4之外的本规章所有相关规定的要求则可以按P903b包装。

在含有电池芯和电池的包装上应标明“用于废弃处置的锂电池”或“用于回收再利用的锂电池”;

(c) 锂离子电池芯和电池、锂金属电池芯和电池、以及其它不含锂的电池芯和电池一起运输时,不管是否装在设备中,不符合上面(a) (b)的运输要求,应符合除了2.9.4之外的所有本规章相关规定的要求。

包装应符合P903a并应标明“用于废弃处置的锂电池”或“用于回收再利用的锂电池”。

(2) 不是按(1)中所述的混合电池回收程序回收的锂离子电池芯和电池、锂金属电池芯和电池,并且没有损坏或有缺陷,应符合除了2.9.4之外的所有本规章相关规定的要求。包装应符合P903a并应标明“用于废弃处置的锂电池”或“用于回收再利用的锂电池”。

本说明适用于为了废弃处置或回收利用而和不含锂的电池一起运输的UN3480UN3481UN3090UN3091所规定的锂离子电池芯和电池以及锂金属电池芯和电池。

允许使用下列包装,但须符合4.1.14.1.3的一般规定:
    

(1)      
(1A2, 1B2, 1N2, 1H2, 1D, 1G);
    
(4A, 4B, 4N, 4C1, 4C2, 4D, 4F, 4G, 4H1, 4H2);
    
(3A2, 3B2, 3H2).
    
     包装应该符合
II类包装性能水平

金属包装1A2, 1B2, 1N2, 4A, 4B, 4N, 3A2, 3B2应全部装有根据其用途来说有足够强度的合适的衬垫。

(2)  坚固的外包装由合适的不导电材料制造而成,有和包装容量和用途相对应的足够强度和设计。包装不必满足4.1.1.3的要求。除了当电池安装在设备中或和设备包装在一起时,包装总重量不应超过30公斤。

(3)  另外,对于没有损坏的总重量大于等于12公斤,有坚固、抗撞击的外壳的电池芯或电池,以及这些电池芯或电池的组合体,装在由合适的材料制造而成、且有和包装容量和用途相对应的足够强度和设计的坚固外包装中时。包装不必符合4.1.1.3的要求。

额外要求:

 

电池芯和电池应通过包装或设计,来防止短路和 /或危险性放热。这包括但不限于,电池端子的单独保护或用不可燃的和不导电的衬垫材料填满容器。

本说明适用于为了废弃处置或回收利用而和不含锂的电池一起运输的 UN3480UN3481UN3090UN3091所规定的锂离子电池芯和电池以及锂金属电池芯和电池。

 

允许使用下列包装,但须符合4.1.14.1.3的一般规定:

 

(1)  符合II类包装性能水平用于固体的1H2 桶和4H2 箱;

(2) 装有相对应用途来说有足够强度的聚乙烯袋,并符合II类包装性能水平用于固体的1A2 桶和4A 箱;

(3)  不符合II类包装性能水平的桶或箱 ,不过桶或箱总重量不超过30公斤,而且桶或箱由不导电的材料制成,并符合4.1.1.14.1.1.24.1.1.54.1.1.8的一般要求。

 

 

额外要求:

如果没有单独的短路保护,包装内空着的空间应填满衬垫材料。如果包装内全部装有封闭的塑料袋则不需要衬垫。

包装应有和用途相对应的合适的排气系统。
