IBCs for transporting UN 3375 Ammonium Nitrate Emulsion, Suspension or Gel

Introduction
1. The current packing instructions in the Model Regulations for UN 3375 (AMMONIUM NITRATE EMULSION or SUSPENSION or GEL, intermediate for blasting explosives) are P099 and IBC99:
“Only (packagings or IBCs) which are approved by the competent authority for these goods may be used (see 4.1.3.7). A copy of the competent authority approval shall accompany each consignment or the transport document shall include an indication that the packaging was approved by the competent authority.”.
2. AEISG is aware that competent authority approval has been issued from Malaysia to permit the transport of UN 3375 from Malaysia to Hong Kong, China, in 31HA1 Intermediate Bulk Containers (IBCs) and that transport by this means has proceeded safely and without mishap for some time.
3. AEISG is also aware that competent authority approval has been issued in Germany to permit UN 3375 to be transported in:
• IBCs of types 11H1, 11A, 31A, 11HA1 and 31HA1 (IBC 11A and 31A are approved only if fitted with safety valves); and
• Plastics drums with removable head (type 1H2).
4. Type 31HA1 IBCs have been used widely across Australia for several years to safely transport UN 3375 within mines (not on public roads).
5. The Sub-Committee will also be aware that blasting explosives (UN Nos. 0082, 0241, 0331 and 0332) are permitted to be transported according to packing instructions P116 and IBC100. This creates the completely anomalous position whereby UN 3375 may not be transported in packagings or IBCs without specific Competent Authority approval yet the blasting explosives that are generated by sensitising UN 3375 may be carried in a wide variety of packagings and IBCs. This is particularly anomalous when the sensitisation process may be as simple as adding glass microballoons.
6. AEISG can see no practical or safety justification for the requirement for competent authority approval for the packagings used for UN 3375
Proposal
7. In view of the above, AEISG proposes the following amendments to the Dangerous Goods List in Chapter 3.2:
(a) Column 8 (Packing Instructions) for the entry for UN 3375: to delete P099 and IBC99 and substitute P116 and IBC100.
(b) Column 9 (Special Packing Provisions) for the entry for UN 3375: add PP61, PP62 and PP65.
8. Consequential amendment:
UN 3375 should be added to the list of UN numbers in PP61, PP62 and PP65, and in IBC100 in Chapter 4.1.

介绍
1. 规章范本中UN 3375(硝酸铵乳胶或悬浮体或凝胶,爆破炸药的中间体)现行的包装说明是P099和 IBC99:
“对这些货物只能使用得到主管当局批准的容器(见4.1.3.7)。每批托运货物均应附有主管当局批准的副本,或在运输单据中注明容器已得到主管当局的批准。”
2. 澳大利亚爆炸品工业安全组知道马来西亚的主管当局已经批准从马来西亚到中国香港采用UN 3375条目,使用31HA1中型散货箱的运输。该运输已安全实施一段时间并且无轻微事故发生。
3. 澳大利亚爆炸品工业安全组也知道到德国的主管当局也已批准允许UN 3375使用以下容器运输:
• 11H1, 11A, 31A, 11HA1 和 31HA1 (只有装配有安全阀的11A 和 31A中型散货箱被批准)类型的中型散货箱;和
• 带活动盖的塑料桶 (类型 1H2)。
4. 31HA1型号中型散货箱几年来一直被广泛应用于澳大利亚,用于在矿井之间安全运输UN 3375(不在公共道路上)。
5. 分委员会也将意识到爆破炸药(UN Nos. 0082, 0241, 0331和 0332)被允许按照包装说明P116和IBC100运输。这种情况完全不合理,因为UN3375没有主管当局特殊许可不可以在包装或中型散货箱中运输,而由UN3375敏化的爆破炸药却可以在各种包装和中型散货箱中进行运输。当敏化进程可能如同增加玻璃微球一样简单时这是非常不恰当的。
6. 澳大利亚爆炸品工业安全组不认为需要主管当局批准使用UN 3375包装有任何实际性或安全性的理由。
提议
7. 综上所述,澳大利亚爆炸品工业安全组建议对3.2章的危险货物列表进行以下修订:
(a) UN 3375条目的第八栏(包装说明):删除P099 和 IBC99并替换为P116和 IBC100。
(b) UN 3375条目的第九栏(特殊包装规定):增加PP61, PP62 和 PP65。
相应的修订:
应将UN 3375增加到4.1章PP61,PP62 和 PP65及IBC100对应的UN编号中。
