               Transport of explosives, portable tank instructions

                   Transmitted by the Australian Explosives Industry Safety Group (AEISG)[1]

               Introduction

1.              The purpose of this proposal is to clarify the portable tank instructions, T1, for explosives of Class 1.

               Discussion

2.              The entries for Explosives, Blasting, Types B and E, UN 0331 and UN 0332 respectively, permit transport in portable tanks, T1.

3.              The portable tank instructions (refer sections 4.2.5.2.1 and 4.2.5.2.2 of the UN Recommendations on the Transport of Dangerous Goods, Model Regulations, seventeenth revised edition) acknowledge the  inclusion of Class 1 substances.

4.              However, in 4.2.5.2.6, the tabulated portable tank instructions for T1 – T22 states the following in the header to the table:

“These portable tank instructions apply to liquid and solid substances of Classes 3 to 9. The general provisions of section 4.2.1 and the requirements of section 6.7.2 shall be met.”.

5.        Substances of Class 1 are not included.

6.              AEISG sees this as a relatively minor issue but, necessarily, one requiring information to be explicit.

               Proposal

7.              It is proposed to amend the header to the tabulated portable tank instructions for T1 – T22 to read as follows:

“These portable tank instructions apply to liquid and solid substances of Class 1 and Classes 3 to 9. The general provisions of section 6.7.2 shall be met.”.

               爆炸品的运输，便携式罐体的说明

               介绍

8.              本提案的目的是对第1类爆炸品的便携罐说明T1进行澄清。

讨论

9.              对类型为B和E的爆破爆炸品，相应的UN编号分别为UN 0331 和 UN 0332，都允许在便携式罐体，T1中运输。

10.           便携式罐体的说明（参照《联合国关于危险货物运输的建议书 规章范本（第17修订版）》中4.2.5.2.1和4.2.5.2.2节）认可了其包含第1类爆炸品。

11.           然而，4.2.5.2.6中T1 – T22便携式罐体的说明列表在表头写了以下说明：

“这些便携式罐体的说明适用于第3类到第9类的液态和固态物质。需满足4.2.1节的一般规定和6.7.2节的要求。”。

12.         第1类物质未包括在内。

13.           AEISG认为这虽然是个相对较小的问题，但却是一个必须明确规定的信息。

               提议

14.           提议修改T1 – T22便携式罐体的说明列表之前的表头，如下：

“这些便携式罐体的说明适用于第1类和第3类到第9类的液态和固态物质。需满足6.7.2节的一般规定。”。
