               Packing group of UN 3316

               Introduction

1.         The dangerous goods list does not provide any information on the packing group of UN 3316 CHEMICAL KIT or FIRST AID KIT. This is due to the fact that the packing group has to be determined according to the most stringent packing group assigned to any individual substance in the kit, see Special provision 251 of Chapter 3.3. Nevertheless many users are not aware of the necessity to determine the packing group, as column 5 of the dangerous goods list does not contain any information.

2.         Furthermore, the information “0” and “E0” in columns 7a and 7b is often misinterpreted in a way that there is no possibility to consign these articles as limited or excepted quantities.

               Proposal

3.         It is proposed to include two separate entries for UN 3316 in the dangerous goods list, one for packing group II and another one for packing group III. In column 7a and 7b a reference to special provisions 251 and 340 should be inserted, as appropriate. It is presented in the same way as in the International Maritime Dangerous Goods Code.

               介绍

1.         危险货物列表没有提供关于UN3316化学品箱或急救箱包装类别的任何信息。这是由于为整个箱子划定的包装类别必须是为箱子中任何一种物质划定的最严格的包装类别，见3.3章特殊规定251。不过很多使用者并没有意识到决定包装类别的重要性，因为危险货物列表第5栏没有任何信息。

2.              此外7a和7b栏中的“0” 和 “E0”通常在某种程度上被误解为这些物品不能以有限或例外数量运输。

               提议

3.         建议在危险货物列表中包含两个分离的UN3316条目，一个是II类包装，另一个是III类包装。在7a和7b栏插入特殊规定251 和 340以作参考。在国际海运危险货物规则中也以此方式呈现。
